The Utility Residuals Management Program in Liquid Waste Services is seeking qualified professional and technical expertise necessary to perform residuals management contract services from qualified firms on an “if, as and when required” basis as described herein for a three (3) year period with up to three (3) optional extensions, which may be exercised in any combination and for potential total term of six (6) years. This will support the management of utility residuals from the Corporation’s five wastewater treatment plants and the Seymour-Capilano Filtration Plant. In 2024, approximately 160,000 bulk tonnes of biosolids and water treatment residuals were managed. The biosolids were primarily used in soil and compost production, mine and gravel pit reclamation, and range fertilization. The water treatment residuals are used as a feedstock material in cement manufacturing and applied to land to bind phosphorus in high nutrient soils. It is estimated that the total value of the work over the three (3) year period is $750,000 and Services will not exceed $250,000 per year. Consultants are required to have expertise in a broad spectrum of disciplines including chemistry, agrology, soil science, biology, environmental engineering, and communications with stakeholders and First Nations. There are two (2) categories of work: 1. Category 1: Project Management (Category 1) Due to the broad scope of work, Respondents are invited to provide proposals for one or both categories of work. It is the intent of the Corporation to enter into one or more agreements with up to three (3) successful Proponents in each category of work, under which the parties may enter into separate agreements from time to time for Services for specific projects under one or more of the categories. Each category of work will be evaluated and awarded independently. However, the Corporation may choose other such options it deems of value at its sole discretion. Work will be assigned to individual Respondents “if, as and when required”, based on: expertise, pricing, availability, previous work, responsiveness, and demonstrated ability to provide prompt services. The allocation of work will be at the sole discretion of the Corporation. |
