Notice is hereby given by the Metro Vancouver Regional District (“the Corporation”) of its intent to contract for three (3) years with Open Text Corporation (“Open Text”) for the Content Suite Platform Standard Named Users. This contract will have a total value $921,111.78 (exclusive of taxes).

The services are expected to include: 

  • Content Suite Platform, Standard Named Users Maintenance (1,919 users)

  • Content Server Prime Protect

  • Everywhere 2000-User Package Maintenance

  • Automatic Document Numbering Maintenance (50)

  • Content Suite Platform Add-on for Microsoft Office Online Server Maintenance (1,889)

  • Ecosystem (SAP/Microsoft/Oracle) Solutions (Direct Sale Only) PrimeProtect

  • Content Intelligence Maintenance (1,750)

The renewed licenses and associated support services are intended to maintain and enhance the Corporation’s enterprise content management system. This includes continued support for core platform users, integration with Microsoft Office Online Server, and access to specialized modules such as content intelligence. These services ensure the system remains stable, scalable, and aligned with organizational needs.

The Corporation did not call for competitive bids for the following reasons:

  • The Corporation went to the market via RFP 08-005 for these services and entered into a contract with Open Text in 2008. Open Text was the lead Proponent offering the highest ranked proposal. 
  • The Corporation has used the software since 2008, following a significant 

    implementation project. The system is fully integrated and continues to deliver value.

  • Procuring and implementing a new system would require substantial resources across multiple departments (IT, Purchasing, Finance, Records Management, Privacy and Information), resulting in high internal costs.
  • The system integrates with various internal and external data sources and is actively being enhanced with new functionalities.
  • The system is currently being enhanced, and we’re actively expanding its use to include new functions. While some customizations are required, the necessary functionality is already available within Open Text.
  • Staff are trained and actively using the system; transitioning to a new system would require extensive knowledge transfer.
  • The Corporation is satisfied with the support received from Open Text since the initial procurement.

Service providers wishing to object to this decision should submit their response through the Bidding System (https://metrovancouver.bidsandtenders.ca) no later than 2:00:00 p.m. local time on the 12th day of September, 2025, presenting specific reasons for their objection. If warranted, a meeting with the parties may be called to receive presentations regarding this contract. 

Contractors with the required expertise, experience, resources and the proven ability to offer the same or better solution at a lower cost, will be key criteria with regard to the consideration of contractor objections. Metro Vancouver’s decision in this regard will be final
