The Corporation is seeking engineering services to complete the Highbury Interceptor Relocation Study (the “Study”) for the Iona Island Wastewater Treatment Plant (IIWWTP) Projects, from consulting firms with extensive multi-disciplinary engineering experience in the Lower Mainland (the "Respondents”).The selected Respondent will complete parallel design development activities to i) advance the concept design of the proposed interim tie-in between the existing Highbury Interceptor and the new Headworks Building (the “Tie-in”), and ii) undertake a detailed route options analysis and concept design for the future Highbury Interceptor relocation. The work for these two activities will include hydraulic analysis; property, archeological and environmental and permitting considerations; geotechnical data review and analysis; recommendations for construction materials and methods and corresponding constructability considerations; public and First Nations input; risk analysis; and development of capital cost estimates and design and construction schedules. The study will culminate in an integrated recommendation for the scope, budget and schedule for both elements in consideration of costs, stakeholder and first nations engagement, risks and constructability. |
