The Corporation is the owner of Metro Vancouver’s Waste‐to‐Energy Facility (WTEF) located in Burnaby, British Columbia. The plant facility is operated on behalf of the Corporation by Veolia Water Canada, Inc. The Corporation has entered into a Thermal Energy Sale and Purchase Agreement with River District Energy to provide 10 MW of heat through a District Energy System, and is currently negotiating agreements with the City of Burnaby. The District Energy System is envisioned to be constructed in stages, starting in 2025, with full build out in 2050. The purpose of the services is to provide certain tasks related to the project which include: reviewing project requirements, financial/risk analysis, agreement development and funding application preparation/utility engagement (the “Services”). The purpose of this Request for Proposal (“RFP”) is for the Corporation to enter into a consulting services agreement (an “Agreement”) with the successful proponent for the Services.
