The intent of this Request for Qualification (RFQ) is to seek statements of qualifications (Responses) from parties (the Respondents) interested in providing Consulting Engineering Services for the replacement of the Protection Relays at various Metro Vancouver Facilities. More specifically, the intent of this RFQ is to short-list up to (3) three Respondents to participate in a Request for Proposal for relevant Consulting Engineering Services; however, the Corporation reserves the right to short-list a greater number of Respondents.

While it is anticipated that this RFQ may lead to a Tender or Request for Proposal, the Corporation reserves the unfettered right to determine the next steps in the process, which may include negotiation with the front-runner(s), issuing a Tender or Request for Proposal to the short-listed Respondents only, issuing a Tender or Request for Proposal to more than the intended number of short-listed Respondents, collapsing this process entirely or pursuing a different selection process altogether. 

This is not an invitation to tender or request for proposal. By participating in the RFQ each Respondent expressly agrees that no contract of any kind is formed under, nor any legal obligations whatsoever arise out of this RFQ.

The shortlisted Respondents from this RFQ may be extended to use for any future consulting engineering services for the protection relay replacement in a Tender or Request for Proposal in other Metro Vancouver’s facilities for three (3) years period. Metro Vancouver reserves the right to review and modify the shortlisted Respondents at any time during the term.

The Corporation reserves the right, at its sole and absolute discretion, to suspend or remove a prequalified Respondent as a named approved prequalified industrial electrical contractor in a Project Contract should:

• The undertaking of work by the short-listed Respondent is found to endanger the health or safety of any of its workers, Corporation staff and any external parties.
• The Respondent fails to perform satisfactorily as specified in the Tender or RFP for the Project, including but not limited to meeting the milestones, technical requirements or completion dates.
