Description: 

The provision of civil construction inspection services required to inspect selected construction projects on an as needed basis at Water or Sewer Field Utilities or Water Treatment as detailed in Schedule 2 of the Master Agreement.
It is the intent of the Corporation to enter into one or more agreements (each a “Master Agreement”) with up to five (5) successful Proponents (“Service Provider”) however, the Corporation reserves the right to award to a greater number of Service Providers, under which the parties may enter into separate contracts from time to time for Services for specific projects. The Master Agreement will have three (3) year term in accordance with its terms of the Master Agreement. 

Scope

All Service Providers will provide quality control/quality assurance inspection on work constructed by external contractors for any assigned construction project. Refer to Table 1 for the list of sample inspection projects.

The Corporation’s preference is to have a response within 24 hours regarding the availability of a Service Provider once the it has been notified, followed by a project proposal.

The Services Provider, will perform, but not be limited to, the following general duties of inspection:

• Attends pre-construction meetings and other project meetings as necessary.

• Inspects all work done and materials supplied to assure compliance with the contract documents, which may extend to any or all parts of the work.

• Monitors the quality of work undertaken and identifies deficiencies in materials and workmanship.

• Maintains photographic record of inspected works.

• Documents results of the inspection, in summary form on the Inspector’s Project Daily Report. A copy of a Project Daily Report that will be used on an assignment is attached in Template 1.

• Informs the Project Engineer/Manager of non-conformance to the contract documents.

• Take as-constructed field measurements and red-line construction prints for the purpose of record drawings

• Documents and accepts work or materials that meet the contract specifications. Rejects materials or workmanship that is not in conformance of the contract documents, and creates a non-conformance report for tracking. A non-conformance report can be as simple as an email. The Inspection Report shall be the primary source of capturing non-conformance issues.

• Maintains an effective working relationship with the Corporation staff, the contractors and other agencies.

• Does not direct or interfere with the contractors work; consults the Project Engineer/Manager to discuss any issues and concerns.

• Cannot accept contractor’s claims and cannot authorize extra work orders. All must be referred to the Project Engineer/Manager.

• Communicates relevant inspection and project information as needed to the Project Engineer/Manager, operations personnel, and other key project personnel.

• Abides by the Corporation’s or the contractor’s safety program and WorkSafe BC Regulations, and immediately reports unsafe activities to responsible supervisor.

• Provides supervision of contracted testing and inspection firms for survey and soils and engineered fills, asphalt, concrete, reinforcing steel, welding, painting/coating, miscellaneous fabrication, steel pipe supply and other materials.

• Performs other related duties as required for each specific project.
