Under the Competitive Selection Process, the GVS&DD is seeking to enter into a progressive design-build agreement (the “Progressive DB Agreement”) with a qualified proponent (“Design-Builder”) to, but not limited to, design, fabricate, deliver, and commission a new Hydrothermal Liquefaction Demonstration Unit (“HTL unit”) at the Annacis Island Wastewater Treatment Plant (“AIWWTP”) (the “Project”)
