The work includes asset management consulting expertise to progress the Water Utility’s asset management program as detailed in Section 00 24 10. Metro Vancouver has defined several steps towards improving asset management for Water Services, focused on governance, Levels of Service, performance, financial planning, risk identification, asset lifecycle strategy, and data and information management. The Corporation requires professional services to support this work on a project-by-project basis. 

It is the intent of the Corporation to enter into one or more agreements (each a “Master Agreement”) with success Proponents (“the Consultants”); under which the parties may enter into separate contracts from time to time for Services for specific projects under one or more of the categories. The Master Agreement will have an initial term of (3) years. 

The Corporation will retain absolute discretion over the number of Proponents to accept or the number of Agreements to enter into, if any. Once Agreements (if any) have been entered into, the Corporation will also retain absolute discretion over the allocation of work, if any, to or among Consultants. The Corporation may also throughout the term of the proposed engagement decide to re-open this RFP for all or any of the categories for new Proponent submissions and the Corporation may accept those Proposals and add new Consultants from which the Corporation may allocate work to new or existing Consultants.
